Annual Board Meeting 2003

We
the members of Partners in Population
and Development Board are meeting
in Jakarta, Indonesia under the auspices
of Her Excellence Megawati Soekarnoputri,
President of the Republic of Indonesia
to reflect our last decade and deepen
our vision for the nest decade as
we approach the deadline for International
Conference on Population and Development
Program of Action as well as the Millennium
Development Goals.
We
are mindful of the urgent need for
a comprehensive population policy
that is compatible with the achievements
of sustainable development and herewith
reinvigorate our commitments to collective
actions through Partners Initiative
to advance the full implementation
of ICPD Program of Action.
We
reaffirm our commitment to the ICPD
Program of Action, the Fifth Conference
on Women, ICPD + 5, Beijing + 5, and
the recommendations contained in the
declaration of the UNGASS of AIDS,
the Doha Declaration the World Summit
on Poverty and the Environment.
We
underscore the link between the Cairo
International Conference on Population
and Development Program of Action,
the Millennium Development Goals,
in the elimination of poverty and
improving the quality people’s lives.
We
insist on total freedom for all individuals
to access population, reproductive
and sexual health including HIV/AIDS
information, services and commodities
for the elimination of poverty in
developing countries.
We
further underscore our responsibility
to prepare the largest generation
of adolescents of 1.2 billion, to
enter adulthood, addressing their
educational and health needs, their
preparedness to on adult roles and
responsibilities, and to ensure the
support they receive from their families,
communities and governments to determine
their futures and the futures of our
countries and nations.
We
are committed to continue and strengthen
our work with families, communities,
women and young people to provide
them with greater access to knowledge,
better education, opportunities and
choices to enable them to contribute
fully to their communities and to
a more stable and prosperous world
in accordance to the goals and objectives
of the Millennium Development Goals.
We
accentuate the indispensable role
of partnerships and in particular
the south-south partnerships, in meeting
those challenges and we call on the
United Nations system, in particular
the United Nations Population Fund
(UNFPA) to continue playing a strong
catalytic role in promoting such partnerships.
We
declare a total war on Maternal and
Infant Mortality in developing countries.
In this we call on specific actions
to be taken with immediate effect.
- To
ensure the use of skilled midwives
during childbirth at the community
level;
- To
integrate private sector partnerships
with the public sector and strengthen
community and NGOs partnership
with the public sector;

To establish community partnerships
to monitor progress in the elimination
of Maternal and Infant Mortality
at local levels;
- To
ensure the dissemination of local
level information in the elimination
of Maternal and Infant Mortality
through the south-south Networks.
We
pledge commitment to work on the Kochi
Agenda for Action by:
-
Establishing mechanisms for sharing
affordable commodities through
South-South networks;
- Committing
to make arrangements that will
ensure the access of oral contraceptives
over the counter in our member
countries.

Accelerating the promotion and
the use of locally developed and
available products, commodities,
technical experts, indigenous
knowledge and culture, and information
to attain the Millennium Development
Goals in developing countries.
We
will endeavor to enhance a stronger
and sustainable South-South collaboration
by;
-
Investing in the development of
sustainable developing country’s
leadership and technical experts
by focusing on the younger generation
of leaders and experts;
- Acknowledging
the vital role of all sectors
including, environment, agriculture
trade, legal, economic education,
health, culture and communication,
peace and security in the elimination
of poverty and the attainment
of the Millennium Development
Goals;

Inviting the participation of
all development sectors, with
special emphasis in the younger
generation including women, the
for-profit and the non-profit
private sector, including NGOs,
to join forces in the elimination
of poverty and the attainment
of the Millennium Development
Goals.
- Endorsing
the establishment of an all sector
South-South Management Committee.
We
express to Her Excellency Megawati
Soekarnoputri, President of the Republic
of Indonesia, our high esteem and
gratitude for the warm welcome and
hospitality of the Indonesian people,
for the excellent working conditions,
and for the generous contribution
to the cost of hosting the 8th Annual
Board Meeting of Partners in Population
and Development, and for closely following
and supporting the Partners’ activities
on the basis of the values of solidarity,
mutual help, and complementarities
between states and peoples.
We
extend our thanks to His Excellency
Hamzah Haz, Vice-president of the
Republic of Indonesia for graciously
accepting to grace the inauguration
of the 8th Annual Partners Board Meeting.
We
extend our thanks to His Excellency
Professor Mohammad Suyudi, the Minister
of Health of the Republic of Indonesia
for gracing closing session of the
8th Annual Partners Board Meeting.
We
express our thanks to BKKBN for their
excellent preparations and organization
and the smooth proceedings of the
8th Annual Partners Board Meeting.
We
hail Partners Secretariat for the
excellent organization of the meeting
and ensuring its success.
We
express acceptance and thanks for
the kind invitation extended to us
by the Government of Uganda to host
the next Executive Committee Partners,
and the kind invitation extended to
us by the Government of China to host
the 9th Annual Partners Board Meeting.
We
call upon the Partners Secretariat
to follow up and implement the recommendations
emanating from the 8th Annual Partners
Board Meeting under the supervision
of the Board and in collaboration
with it, and to prepare regular evaluation
reports for the next Board Meeting.
