National Program
Officer Partners
in Population and Development (PPD)
is an Inter-governmental Alliance
of 25 developing countries from Asia,
Africa, Latin America and the Middle
East established with a mission to
expand and improve South-South collaboration
in the fields of family planning,
reproductive health, population and
development. PPD is seeking an experienced
professional in Reproductive Health,
Population and Development program
conversant with the dynamics of international
development assistance to assist the
implementation of its South-South
exchange initiatives.
The
position will be for its Secretariat
based in Dhaka, Bangladesh. As PPD
deals with countries with different
languages, the candidate should necessarily
have a sound working knowledge of
English, while the knowledge of French/Arabic
will be considered as an added advantage.
The candidate should have an excellent
track record and experience of working
in the Reproductive Health, Population
and Development Sector.
Responsibilities
Primary
Function of the Position:
The
National Programme Officer’s
(NPO) primary responsibilities shall
be assisting the International Programme
Coordinator (IPC) for development
of project proposals, securing funding,
overseeing implementation, monitoring
and evaluation; conducting advocacy
for the promotion of PPD vision, mission
and objectives; networking with national,
regional and international organizations
towards achieving PPD’s organizational
mandate. The NPO will ensure that
programs and projects activities assigned
to him/her are implemented timely,
efficiently and effectively according
to project document, donors’
requirements and PPD policies.
The
specific responsibilities include:

Develop innovative
and forward looking projects and
programs in line with the vision,
mission and mandate of the organization
and needs and priorities of the
Member States;
-
Conduct necessary
surveys and needs assessments
to identify the priorities, needs
and gaps in the areas of reproductive
health, population and development
of the member states;
-
Develop and
continuously update the inventory
of specific donor agencies and
their funding areas, priorities,
policies and procedures;
-
Liaise with
donor agencies and enlist their
support to PPD programme;
-
Implement
program and project activities
timely, effectively and efficiently
as assigned and ensuring desired
outcomes and impacts;
-
Prepare high
quality technical progress reports
and project completion reports
in line with donors’ reporting
procedures and requirements;
-
Maintain constant
liaison with different collaborating
agencies and institutions in respect
of projects and programmes development
and implementation.

Assisting
to develop annual, short and long-term
plans for the organization;
-
Coordinate
with other professional staff
to ensure effective output and
active delivery of all projects
and programmes;

Carry out
cognate duties as and when assigned
by the Executive Director;
Professional
Competencies:
-
At least ten
years experience in the fields
of Reproductive Health, Population
and Development;
-
At least five
years experience in project proposal
development and project/program
implementation management;
-
At least five
years working experience with
Development Agencies and/or donor
agencies in managing reproductive
health, population and development
programs at national/regional/
international levels in a midlevel
program management position;
-
Demonstrated
ability, skills, and experience
working with a multi-disciplinary
workforce;
-
Excellent
oral and written skill in English
is essential, while the knowledge
of French/Arabic would be considered
as an added advantage;

Sound knowledge
and experience of operating word-processing,
spreadsheet analyses and database
software and using Emails and
Internet;
-
Demonstrated
ability for innovative and forward
looking project development.
Academic
Qualification:
-
Masters in Public Health/Medical/Social
Science.
- Additional
postgraduate or other equivalent
qualifications would be considered
as an added advantage.
