13th International Inter-Ministerial Conference on Population and Development: Priority Population and Development Challenges in the context of SDGs, 28-29 November 2016, Dakar, Senegal


International Inter-Ministerial Conferences on Population and Development hosted by Partners in Population and Development (PPD) is a global forum for dialogue, advocacy, peer review and bi-lateral commitments.

PPD organizes its annual International Inter-Ministerial Conferences on Population and Development which serve as a global platform for its member countries and development stakeholders to peer review, exchange knowledge and experience, network, policy dialogues, bi-lateral commitments and to promote South-South cooperation on sexual and reproductive health, population and development. This forum reviews unfinished agenda of ICPD Plan of Action and  SDGs.

Annually, the conference is hosted by one of the PPD member country, providing logistics and administrative support in partnership with PPD and other development agencies. This year’s annual meetings are hosted by the Ministry of Health, Government of Senegal.

The annual Inter-Ministerial conference culminates in a “declaration” reflecting a consensus amongst members to address priority RH, population and development issues within MCs and other developing countries at the regional and global levels.

The 13th International Inter-Ministerial Conference on Population and Development with the theme, Priority Population and Development Challenges in the context of SDGswill be held in Dakar, Senegal, 27-28 November 2016.

Earlier this year, a Ministerial Strategic Dialogue on South-South Cooperation for Population and Development, jointly organized by National Health and Family Planning Commission of the People’s Republic of China (NHFPC), the United Nations Population Fund (UNFPA), and the PPD was held in Beijing, China on 18 March 2016. The‘Beijing Call for Action for South-South Cooperation in Population and Development’proposed to  establish anInternational Forum on South-South Cooperation in Population and Development’among other key actions. The13th International Inter-Ministerial Conference on Population and Development is expected to launch this International Forum.

“Priority Population and Development Challenges in the context of SDGs”

The PPD’s  20th Board meeting held in Dhaka, Bangladesh November 2015, under the leadership of Honorable Vice Minister H. E. Wang Pei’an approved six priority interventions areas towards the realization of  the‘ICPD Beyond 2014’framework  of action  within the broader  context of SDGs to be implemented in the next five years. These six areas explored a prospect to re-invigorate commitments among the South South Cooperation (SSC) partners for promoting and advancing SSC as a vital  approach  to  address  persistent and emerging new challenges in  RH, population and development in the global south. These priority interventions will create an avenue for PPD to strategically attract new alliance members and expand its membership in the global south to address development inequities while remaining at the fore front in promoting SSC for RH, population and development in an increasingly complex and challenging global context in the post 2015 era.

Partners in Population and Development (PPD) intends to contribute in achieving SDGs by implementing these six interventions areas through promoting South-South Cooperation (SSC).

It is with this backdrop, PPD proposes to organize 13th International Inter-Ministerial conference with the theme of “Priority Population and Development Challenges in the context of SDGs”.  The conference discussion will focus on the following framework approved by PPD board in 2015.

Conference Session and Themes

The one and half day conference will have six panel sessions aligned to the six priority interventions areas:

Session One:   Integrating population dynamics into national development plan

Session Two:   Improving adolescent’s access to sexual, reproductive health and family planning services

Session Three:   Improving maternal and child health

Session Four:   Promoting social cohesion of migrant populations by addressing their health care services

Session Five:   Promoting healthy ageing

Session Six:   Creating greater understanding and addressing the relationship between poverty and health

 

Goals of the Inter-Ministerial Conference

To promote and ensure South to South Cooperation for continued commitment and country ownership towards implementing six priority interventions areas.

 

Objectives

To provide a high level global forum for dialogue, advocacy, peer review and bi-lateral commitments for:

  1. Advancing integration of population dynamics into national development plan.
  2. Advocating and generating support for strong national leadership and ownership for the improvement of adolescent’s access to sexual, reproductive health and family planning services with adequate supply of RH commodities in PPD member countries.
  3. Mobilization of resources at all levels (domestic, regional and global) to ensure affordable and accessible maternal and child healthcare services.
  4. Strengthen partnership amongst member countries and other development agencies for promoting social cohesion of migrant populations by addressing their health care services.
  5. Building partnership amongst member countries and other development agencies for promoting healthy ageing.
  6. Advancing support for creating greater understanding and addressing the relationship between poverty and health globally.

 

Outcome of the Conference

Adoption of the “Dakar Declaration” by 26 PPD alliance countries and key stakeholders with specific commitments and actionable recommendations towards implementation of six priority interventions areas to expedite the progress on achievement of SDGs particularly Goals 3, 5 10 and 17.

 

Conference Participants

The conference will bring together high level policy makers and leaders from PPD member countries, other developing countries and global and regional stakeholders engaged in the arena of RH population and development. Over 150 participants are expected to attend the conference comprising:

  • Ministers of Health, Population, Finance, Planning and Economic Development and social sector’s responsible for Population, RH and Development;
  • Other policy makers including parliamentarians and senior government officials;
  • Representatives from other developing and developed countries;
  • Representative of donor agencies, regional and international NGOs;
  • Representatives of young people, women’s group, human rights advocates, CSOs, academia, research institutions and other relevant stakeholders.
