Partners in Population and Development (PPD) cordially invites you to attend a landmark High-Level Ministerial Dialogue at the margins of the 81st Session of the United Nations General Assembly in New York.
This high-level event will convene Finance Ministers, Health Ministers, senior government officials, heads of United Nations agencies, development finance experts, and representatives of civil society and the private sector from across the Global South to address one of the most urgent and consequential challenges of our time: how to build a sustainable, equitable, and effective financing architecture for sexual and reproductive health in the developing world.
THE CHALLENGE
Sexual and reproductive health is both a health and rights imperative and a high-return investment in human capital, gender equality, labour force participation, and long-term economic resilience. Yet across low and middle income countries, fiscal space remains constrained, financing is fragmented, out-of-pocket spending is high, and dependence on external assistance remains far greater than it should be. As concessional resources become scarcer and the global development finance architecture shifts, governments must act urgently to protect essential sexual and reproductive health services while mobilising new and more sustainable financing at scale.
THE DIALOGUE
Structured around a compelling three-pillar framework of FUND, LEVERAGE, and INVEST, the Dialogue will explore four complementary financing pathways:
Domestic public finance as the foundation for essential sexual and reproductive health services, including expenditure reprioritisation, medium-term fiscal frameworks, and public financial management reform. Risk pooling and strategic purchasing through universal health coverage mechanisms, including national health insurance, essential benefit packages, and provider payment reform. Catalytic and concessional finance to unlock investments that would otherwise not occur at sufficient scale, including grants, matching funds, guarantees, concessional multilateral development bank financing, and results-based financing. Private and institutional capital for commercially viable segments of the sexual and reproductive health space, including local manufacturing, digital health, supply chains, health infrastructure, and women and youth led health enterprises.
A dedicated segment will also explore how South-South and Triangular Cooperation can be elevated from knowledge exchange to capital mobilisation, creating a new financing architecture for sexual and reproductive health across the Global South, and will introduce PPD’s proposed Catalytic Financing Platform for Sexual and Reproductive Health.

EXPECTED OUTCOMES
Participants at this Dialogue can expect to engage with and contribute to the following outcomes. A concise Ministerial Call to Action on sustainable sexual and reproductive health financing and the stronger integration of sexual and reproductive health into domestic budgets, universal health coverage financing, and medium-term fiscal frameworks. Expressions of interest from PPD Member Countries to develop finance-ready sexual and reproductive health initiatives. A country-led pipeline for the proposed PPD Catalytic Financing Platform, connecting country demand with development banks, development finance institutions, development partners, United Nations agencies, and philanthropy. Agreement to establish a technical follow-up process to advance the PPD Catalytic Financing Platform and translate ministerial commitments into action.
